The announcement also marks the one-year milestone of the Safe in the City initiative, which has produced significant, documented reductions in crime, street homelessness, and quality-of-life violations across the urban core.
The Command Center will operate on the 10th floor of Radiance Plaza, located in the geographic heart of Downtown Dallas directly across from City Hall. Radiance was chosen for its central position and proximity to the neighborhoods served by the Downtown division. The facility will function as a collaborative hub for Dallas police officers and commanders. It is envisioned as a space to bring together the Dallas Police Department, DDI, Dallas Area Rapid Transit (DART), Dallas College, and private security partners to coordinate Downtown response in real time.
The Command Center is funded for at least three years with nearly $1 million in private investment from the Dallas Citizens Council and the Dallas Regional Chamber, part of a fund that also includes additional support from the Communities Foundation of Texas and the Hoblitzelle Foundation. The investments from these civic partners have anchored the Safe in the City initiative since its launch. The lease signing is imminent; a public and media open house will be announced once DPD has fully moved in.

The Command Center represents the first phase of a longer-term vision to pursue a fully functioning Downtown patrol division — similar in structure and capability to Dallas’s seven existing patrol divisions. Major John Madison, DPD’s Downtown Commander, will serve as the first commanding officer of the facility.
The announcement comes as the coalition reported its one-year results across three pillars of focus:
Public Safety:
- Violent crime down 16% year-to-date in 2026 vs. the same period in 2025; down 12% full-year 2025 vs. 2024
- Quality-of-life violations down 82%
- 120 authorized DPD officers dedicated to the CBD; coordinated deployment alongside DDI and other partners
Street to Home:
- Every encampment in the Downtown core permanently resolved
- Street homelessness counts down 89% from peak — as counted by DDI field teams
- More than 287 individuals moved into permanent housing through the Street to Home model; over 90% retention rate
Downtown Vitality:
- $8B+ active development pipeline; 46 office transactions closed YTD
- $8.7 billion in taxable value, up from $3 billion in 2005
- 135,000+ daytime workforce — the densest employment center in North Texas
- DDI investment of $1M in infrastructure improvements and arts projects ahead of FIFA World Cup
The coalition also noted the launch of Phase 2 of the Street to Home initiative, a $28 million commitment to scale the Downtown homelessness response model across Dallas and Collin counties, funded by $20 million from the City of Dallas and Dallas County plus a private match.
The milestone press conference was held at Radiance Plaza as Downtown Dallas prepares for 39 days of FIFA World Cup activations beginning this Friday, May 22. DDI completed more than 70 infrastructure improvements across the 1.4-square-mile Downtown core in preparation for hosting more games than any other host city.
